Brief Bio: Colleen Britton

In addition to her 25 year teaching career, Colleen owned and operated a home based photography business for eleven years. She was a licensed loan officer and certified mortgage planner. She has published several books and written countless articles over the years.

Active in her community, Colleen has served as past president of the Solano County Arts Council, and currently is the Bay Area Regional Coordinator for the Election Integrity Project Ca.

Colleen is also the founder and Chair of Constitution Literacy Advocates (CLA,) in Solano County. Twenty nineteen marks the eighth year that their group has sponsored an annual Constitution Essay Contest open to ALL Solano County students in grades 7-12, and the Annual Awards Presentation Dinner for winners, their families and teachers. Since the first year of the contest in 2012, more than 1,182 student entries have been received and $8,000 has been awarded to Solano County Students. This year’s topic will be, “Is Freedom of Speech under attack in America.” Plans are underway to engage more schools and increase participation in this year’s contest.

CLA volunteers also provide complimentary Pocket Constitutions to all seven of Solano County Public libraries.

Background / Education-Mr. François graduated magna cum laude from the University of San Francisco in 1987, with a Bachelor in Science degree in Mathematics and a Four Year Certificate in Liberal Arts from the Saint Ignatius Institute, and as the Distinguished Military Graduate from the Army R.O.T.C. program at University of San Francisco. He then served as an Infantry Lieutenant in the United States Army in the former West Germany, witnessing the fall of the Berlin Wall and in combat in Southwest Asia during Operations Desert Shield and Desert Storm. He is a graduate of the U.S. Army Ranger School.

Upon leaving the military, Mr. François attended law school at the University of California Hastings College of the Law in San Francisco, where he earned the American Jurisprudence Award for Pre-Trial Civil Practice, and from which he graduated cum laude with a J.D. in 1996.
He went on to private practice in water and environmental law, assisting in the litigation of numerous water right claims before the Nevada State Engineer and in the Snake River Basin Adjudication, including the adjudication of Wayne Hage's Pine Creek water rights, as well as the defense of private water rights in the long running series of litigation against the Truckee-Carson Irrigation District brought by the federal government.

In 2003, Mr. François joined the California Farm Bureau Federation as their California government affairs representative on all water issues, and in 2007 he joined KP Public Affairs, California's largest contract lobbying firm, where his government relations practice included water policy, greenhouse gas regulation and energy policy, and environmental regulation.

Mr. François joined Pacific Legal Foundation's National Litigation Center in 2012. He and his family reside in Sacramento.
