Dilenna Harris
As a child, there were two things the daughter of Master Sergeant Dan and Barbara Hughes knew for sure – First, service would always be a part of her life. Second, Vacaville would always be home.
Today, Dilenna Harris continues her commitment to service on the Vacaville City Council and through the numerous non-profit organizations that have benefitted from her leadership through the years. From promoting economic development as Chair of the Vacaville Chamber of Commerce, to protecting veterans and Travis Air Force Base as Chair of the Travis Regional Armed Forces Committee, there’s no doubt about Dilenna’s service to her hometown.
As an entrepreneur, Dilenna blazed new trails for women in the construction industry, creating good local jobs and becoming one of the first women to earn the prestigious designation of Western Regional Master Builder Designation. As a non-profit executive, Dilenna created and instituted development programs for a respected education system and repeated her successes at the Solano County Library Foundation. Eventually, Dilenna was recruited by a major regional health care system to lead their efforts in community involvement.
As a City Councilmember, Dilenna tackles issues head-on. She’s pushed for fiscal responsibility while protecting services, for crime prevention and for new economic development – new jobs for our workforce. As a member of the Council during one of the nation’s worst recessions, Dilenna helped the City weather the storm while continuing to provide much needed services.
Through her work, volunteer service and public service on the City Council, Dilenna continues to promote life-long learning and literacy for young people. She’s building partnerships between business, non-profits and government agencies to share resources and boost the value of every penny of tax dollars. She was recently recognized for her work as Woman of the Year in the 3rd Congressional District.
Dilenna and her husband, Rob, a 37-year member of IBEW, raised three children here in Vacaville, and are enjoying life as grandparents to their seven grandchildren. |

Background / Education-Mr. François graduated magna cum laude from the University of San Francisco in 1987, with a Bachelor in Science degree in Mathematics and a Four Year Certificate in Liberal Arts from the Saint Ignatius Institute, and as the Distinguished Military Graduate from the Army R.O.T.C. program at University of San Francisco. He then served as an Infantry Lieutenant in the United States Army in the former West Germany, witnessing the fall of the Berlin Wall and in combat in Southwest Asia during Operations Desert Shield and Desert Storm. He is a graduate of the U.S. Army Ranger School.
Upon leaving the military, Mr. François attended law school at the University of California Hastings College of the Law in San Francisco, where he earned the American Jurisprudence Award for Pre-Trial Civil Practice, and from which he graduated cum laude with a J.D. in 1996.
He went on to private practice in water and environmental law, assisting in the litigation of numerous water right claims before the Nevada State Engineer and in the Snake River Basin Adjudication, including the adjudication of Wayne Hage's Pine Creek water rights, as well as the defense of private water rights in the long running series of litigation against the Truckee-Carson Irrigation District brought by the federal government.
In 2003, Mr. François joined the California Farm Bureau Federation as their California government affairs representative on all water issues, and in 2007 he joined KP Public Affairs, California's largest contract lobbying firm, where his government relations practice included water policy, greenhouse gas regulation and energy policy, and environmental regulation.
Mr. François joined Pacific Legal Foundation's National Litigation Center in 2012. He and his family reside in Sacramento. |

Brief Bio: Colleen Britton
In addition to her 25 year teaching career, Colleen owned and operated a home based photography business for eleven years. She was a licensed loan officer and certified mortgage planner. She has published several books and written countless articles over the years.
Active in her community, Colleen has served as past president of the Solano County Arts Council, and currently is the Bay Area Regional Coordinator for the Election Integrity Project Ca.
Colleen is also the founder and Chair of Constitution Literacy Advocates (CLA,) in Solano County. Twenty nineteen marks the eighth year that their group has sponsored an annual Constitution Essay Contest open to ALL Solano County students in grades 7-12, and the Annual Awards Presentation Dinner for winners, their families and teachers. Since the first year of the contest in 2012, more than 1,182 student entries have been received and $8,000 has been awarded to Solano County Students. This year’s topic will be, “Is Freedom of Speech under attack in America.” Plans are underway to engage more schools and increase participation in this year’s contest.
CLA volunteers also provide complimentary Pocket Constitutions to all seven of Solano County Public libraries.
