Fairfield Police Chief

Joe Allio joined the Fairfield Police Department in 1987 after working for the South San Francisco Police Department, for three years. During his career he has advanced through the ranks to Chief. Allio has worked in virtually every assign-ment including Patrol, Investigations, SWAT, Youth Services, Internal Affairs, and Community Services. He was a founding member of the department’s Peer Support Team, participated in the development of “active shooter” response train-ing, and developed and implemented the Police Probation Team.

Chief Allio has earned two “Exceptional Performance Citations”: the first was for his professionalism and persistence during the investigation of a double homicide, which ultimately led to the arrest and conviction of the perpetrator for these heinous crimes; and, the second was for his actions during a hostage incident and subsequent interactions with family members of witnesses of the actions taken by responding officers.

John Gardner

Assistant Registrar of Voters for Solano County

John Gardner is the assistant registrar of voters for Solano County and has been a part of the registrar's office since his move from Colorado in 2011. Mr. Gardner was instrumental in leading the registrar of voters' team through the success of elections in Solano County since 2012. Throughout the past four years, John has improved operations and efficiencies in the office including: ballot handling security improvements, deployment of electronic rosters countywide, cross-training staff, increasing office transparency, and implementing on-line registration processes.
Externally, John has worked with municipalities, school districts, and various community groups to help them understand and manage election costs, and help to address internal program issues such as finding adequate polling places, poll workers, and improving technology use in the election arena. John currently chairs the statewide Vote Cal Business Process Committee and is actively involved in modernizing our voter registration system.
John previously served in Colorado elections at both the state and county level. John has over 14 years of experience in elections, holds a master's degree in public administration from Norwich University, and is a CERA graduate, a nationally recognized elections registration and administration training
program.

The Solano County Coucil of Republican Women, later named the Solano Republican Women, Federated, held the founding meeting on Tuesday, April 26, 1949, in the Old California Room at the Nut Tree in Vacaville, when fifty or more members were enrolled and the officers elected.

The sponsoring group included: Mrs. J.E. Knott, Davis, organizational chairman for the California Council of Republican Women in the 3rd Congressional Desitrict; Miss Elsa Widemann, Vallejo, who was the president of an earlier Republican women's organization in Solano County in the mid 1930's; Mrs. Wayne W. Woodward, Sr., and Mrs. Kenneth I. Jones, both of Fairfield; Mrs. Frank McKevitt, Vacaville, and Mrs. Marijorie H.E. Benedict, Berkeley, Republican Committeewoman for California.
